【1】日向誠的座位---直接隸屬於第一作戰部長‧葛城美里一尉(第12話昇任為三佐)的通訊聯絡員‧日向，其主要任務為各種作戰的傳達。
【2】青葉茂的座位---青葉負責狀況的轉播及分析，究竟是誰的部下並不清楚，不過戰況的轉播似乎大部分都由他負責。
【3】伊吹摩耶的座位---直接隸屬赤木律子博士的通訊聯絡員‧伊吹，她負責資料的收集與分析，並且負責支援律子。
【4】冰箱---上方放置有咖啡及杯子，至於裏面放些什麼則不清楚，據推測應該是由摩耶負責。(真好玩，連冰箱也有主人^^)
【5】緊急用昇降，扶手會延伸的踏步式昇降機。
【6】司令席---碇源堂的座位。後方有一扇門，這個位置口以縱觀整個發令所，此外，似乎也有副司令冬月的座位。
從正上方看這間第一發令所的配置圖，就成了這張俯視圖，通訊聯絡員的座位全都是燈座，藉由操作鍵執行，司令席與通訊聯絡員的座位差了一層樓高，此外，這間發令所的出入口除了後方左右的門之外，還有緊急用降機及太平梯，是少數人即可操作的簡單構成。
